Cross-Industry business processes — generated from BC + VS

The Cross-Industry business-process tree (`BP-1000`..`BP-1160` under
`catalogue/processes/`, one BP1 per Cross-Industry value stream) is generated
from this catalogue's own Business Capability (BC) and Value Stream (VS)
artefacts via the `/generate-process` skill. BP1 names follow each value
stream's bookend pattern (Order-to-Cash, Hire-to-Retire, Procure-to-Pay,
Idea-to-Market, Plan-to-Inventory, Prospect-to-Customer, Opportunity-to-Order,
Issue-to-Resolution, Record-to-Report, Acquire-to-Retire, Strategy-to-Execution,
Risk-to-Mitigation, Audit-to-Action, ESG-to-Disclosure, Crisis-to-Recovery,
Threat-to-Mitigation, Discover-to-Automate). Names, descriptions, structure,
and `realizes_capability_ids` are authored in this repository; no third-party
process taxonomy drives the Cross-Industry layer.

APQC Process Classification Framework® (PCF)

"Process Classification Framework®" and "PCF®" are registered trademarks of
APQC (American Productivity & Quality Center, https://www.apqc.org/).
APQC PCF is cited in this catalogue in two ways:
1. Industry-specific BP1 files (`BP-130`..`BP-490`, except `BP-370` which is
no longer used) anchor on APQC's industry PCFs (Banking, Healthcare
Provider, Health Insurance Payor, Life Sciences, Education, Utilities,
Aerospace and Defense, Retail, Automotive, Consumer Products, Petroleum
Upstream/Downstream) alongside other domain frameworks. Each affected
node carries a `framework_refs` entry that pins the corresponding APQC
PCF code (e.g. `{framework: APQC-PCF, external_id: "8.1", version:
"7.2.x"}`).
2. Cross-Industry BP nodes (`BP-1000`..`BP-1160`) may carry an APQC PCF
entry in `framework_refs[]` as a secondary cross-walk where the mapping
is structurally honest. APQC PCF does not drive Cross-Industry naming or
structure — that role belongs to the BC + VS catalogues in this
repository.
