Tale Model endpoints API

The organization’s approved models over two vendor wires — OpenAI Chat Completions under `/api/v1/openai` and Anthropic Messages under `/api/v1/anthropic` — for the OpenAI and Anthropic SDKs, opencode and Claude Code. Off until an administrator turns them on; governed and metered like chat. Bodies, answers and refusals are the vendors’ own shapes (see “Compatible model endpoints” above).
