PingCAP Restore API

Get and create restore tasks for TiDB clusters. You can only restore data to a new cluster. For more information on restoration on TiDB Cloud, refer to [Restore](https://docs.pingcap.com/tidbcloud/backup-and-restore#restore). For TiDB Cloud Starter instances, you cannot manage restore tasks via API.
