Modbus Simulator Control API

A small self-hosted HTTP control API served by the OT Fabric modbus-simulator when started with --control (the docs example binds 127.0.0.1:5021), so a test suite can reset or reload the simulated devices between cases: POST /reset, POST /reset?unit=N, POST /reload and GET /healthz. It runs on the user's own machine; there is no provider-hosted base URL.
