An anonymously callable ArcGIS REST feature service publishing census tract polygons flagged as Racially or Ethnically Concentrated Areas of Poverty, the geography that anchors FHEO's Affirmatively Furthering Fair Housing analysis. Layer 15 (RECAP) carries the 1990/2000/2010 and current flags; the companion 2020 service exposes layer 16 (RECAP_2020) on Census 2020 geographies. Query and Extract only.
