Cross-references MaStR portfolio (≥100 kW) with Netztransparenz curtailment data: VNB identity → portfolio inventory → master data validation → curtailment correlation → settlement readiness → financial risk assessment → audit trail. Returns settlementReadiness (% of installations ready for A96 settlement) and riskAssessment (estimated lost compensation in €). No LLM involvement. Regulatory basis: §§ 13, 13a EnWG, NABEG, StromNZV, Redispatch 2.0 (BDEW/BNetzA). Steps 3–6 independently skippable via skipSteps parameter.
