        Credentials (``api_key`` / ``owner_key`` / optional ``wallet_private_key``)

        are shown **once** in this response body and are NEVER embedded in any

        capability token. The agent follows ``next_action.url`` to begin admission.

        This is the *same* provisioning path as ``POST /api/v1/onboard`` (owner +

        agent + agent key + owner key + auto-provisioned testnet payout wallet), and

        it is reached without a credential, so it carries the *same* two controls —

        otherwise a GET is simply a way to walk around both:

        * ``enable_self_onboarding`` — the operator kill switch for the cold-start

        door. A door that ignores it is not a door that can be closed.

        * ``rate_limit_signup`` — the per-IP ceiling that bounds mass-minting of

        identities, throwaway secp256k1 keypairs, and directory rows.

        Unlike ``GET /onboard`` (which registers from the *visitor''s browser*, so a

        crawler mints nothing), this route provisions server-side on an

        unauthenticated GET — a verb crawlers, link unfurlers, and browser prefetch

        all issue speculatively. ``X-Robots-Tag``/```` on the response

        ask them not to; the rate limit is what holds when they do it anyway.'
