Benefits Intake API

Provides a third-party submission path for veteran-facing PDF benefits forms with supporting documentation directly into VA's Centralized Mail Portal (CMP). Supports the same 4142, 686C, 526EZ, and dozens of other VA benefit forms — replacing the former eBenefits paper-equivalent upload flow.
