List identity campaign certifications

Get a list of identity campaign certifications for the current user. A token with ORG_ADMIN, CERT_ADMIN, or REPORT_ADMIN authority is required to call this API. Callers with CERT_ADMIN authority can only see certifications they own. Callers with REPORT_ADMIN or ORG_ADMIN authority can see all certifications.
