Microsoft Windows 10 Verify user identity

Prompts the user to verify their identity using Windows Hello biometrics or PIN via UserConsentVerifier.RequestVerificationAsync. Returns whether the verification succeeded. This can be used for step-up authentication before sensitive operations.
