Get spot FX fixing

Retrieves the most recent spot FX fixing rate for a specified currency pair. Each spot fixing is calculated using observed bid and ask quotes within a 306-second window centered on the fixing time. BFIX operates off USD currency pairs (e.g., USD/CHF) and cross rates are derived from the USD-based fixings.
