Reboot a DB instance

Reboots a DB instance. The reboot causes a momentary outage and the database instance status is set to rebooting. A DB instance can be rebooted when it is in the available state. If the DB instance is in a Multi-AZ deployment, you can force a failover from one AZ to another.
