LEARN, the University of Canterbury's self-hosted Moodle learning management system, acts as an LTI 1.3 platform and serves a live JSON Web Key Set from the institution's own host — verified HTTP 200 on 2026-08-30 returning RSA keys with alg RS256. The LTI 1.3 authorization endpoint also responds. Moodle's web services SOAP interface is disabled (webservice/wsdl.php returns Moodle's own 404 page), so LTI tool launch is the only programmable surface exposed. The LTI implementation is Moodle's, not the institution's engineering; what is institution-operated is the deployment and its keys.
