Deterministic 6-step Energy Sharing allocation engine (v0.16). Computes per-consumer 15-min allocation time-series (§ 12 StromNZV) for § 42c EnWG communities. Stufe A: synthetic forecast via mastr_generation_forecast. Stufe B: real iMSys metering data via inhouse CSV upload. KRITIS-compliant: time-series computed in RAM, only metadata persisted. Interimsprozess operative deadline: 01.06.2026 (§ 20b EnWG).
