Celestia Node Fraud API

JSON-RPC methods in the fraud module of celestia-node. Exposes fraud proof retrieval and subscription for the BadEncoding fraud proof type used to slash bridge nodes that propagate incorrectly erasure-coded blocks. Methods include fraud.Get and fraud.Subscribe. REMOVED UPSTREAM: the fraud RPC namespace was removed in celestia-node v0.31.3 and carries no method in the provider OpenRPC v0.31.4. Retained for operators still running earlier nodes — see lifecycle/celestia-lifecycle.yml.
