Account provisioning for partners managing multiple accounts and NIFs. The whole onboarding flow — provisioning, claim tokens and usage — works with either API key: the account is born inert (no NIF switched on, no keys, no owner), which is exactly what you are meant to rehearse in Test. Changing a managed account's access level and ending its management require a live API key or the dashboard (`403 LIVE_CREDENTIAL_REQUIRED` otherwise): both act on an account that may already be invoicing, and ending management cannot be undone.
