Tenant policy CRUD via the ADR-024 `/api/v1/tenant-policies` surface (Orchestrator, proxied by the Agent). On create, update and import it accepts only policies whose category starts with `dynamic-` or `media-`; the list and the export return the caller's rows whatever their category (#4293). Note the category prefixes keep their original spelling. The terminology migration renamed the PATHS only; the category vocabulary is a separate, stored value on every existing policy row and renaming it would be a data migration, not an alias.
