When a request is throttled, Amazon Web Services Private CA returns a <a href="https://docs.aws.amazon.com/acm-pca/latest/APIReference/CommonErrors.html">ThrottlingException</a> error. The subordinate certificate, if any, that your root CA signed must be next to last.
